8 Staves

While most enchanted weapon and armor pieces can take up a significant fraction of your weight, staves have a weight of ten, and typically carry values in the hundreds if not thousands of gold Septims.
Remember that you can't sell stolen goods to regular merchants, so you should join the Thieves Guild before you go on a rampage.
You can typically fit several more staves in your pack as opposed to trying to steal heavy armor pieces that can eat up anywhere between 20 and 60 weight units each.
7 Books

While jewelry is purely decorative, these items are great to enchant if you're building a character focused on a certain skill or ability. Rings and necklaces are typically easy to swap in and out, but the limit of two ring equipment slots means that you're better off selling the items you probably won't use.
3 Spell Scrolls
Spell scrolls are one of the best items to steal thanks to their low weight, decent range of values, and excellent usefulness in practical situations. While the value of a scroll depends upon the spell it casts, there's almost no reason to pass on stealing these for easy profit.

1 Gold
Stealing gold is the perfect crime in Oblivion Remastered because individual gold pieces can't be marked as stolen, so you'll never have stolen gold confiscated by guards.
