How Does Sciel's Foretell Power Work In Clair Obscur?
All of Sciel's Skills are marked with either a Sun or a Moon; Sun Skills apply stacks of Foretell to their target, while Moon Skills consume existing Foretell stacks for bonuses. A single enemy can have up to ten stacks of Foretell at a time.
Foretell doesn't do anything on its own; the stacks are there specifically to be consumed by Sciel's Moon Skills.

Additionally, whenever Sciel uses a Skill, she gains a charge of the appropriate type on the right side of the screen. She gets a bonus based on whether she has more Sun or Moon charges.

The aim with Sciel, therefore, is to balance your Sun and Moon Skill usage to enter Twilight, then use the extra damage and Foretell stacks to hit enemies for huge combos and big damage. The extra AP gained while you have more Sun or Moon charges helps keep Sciel powered up, and also encourages you to balance between the two Skill types.

Sciel has a lot of multi-hit combos, so a high Luck is very useful for her. The extra Critical Rate helps boost her damage output even further during Twilight, and many of her Skills get bonuses from crits that you'll want to exploit.
Agility and Might are other good choices for Sciel, since the more often her turn comes up the more quickly she'll be able to build up charges and enter Twilight.
Pictos And Lumina
Your setup for Sciel will probably depend on whether you want her in the main party, or as backup; she's excellent either way thanks to her self-healing from Skills like Harvest, but it pays to optimize her ahead of time.
If you're keeping Sciel on the main team, give her Energizing Start so that you can swing big with an opening Skill; you'll get the AP back from your charges and any Parries that Sciel gets between turns. Augmented First Strike helps make that first hit count as well. Since Sciel's defenses can be a bit lacking without some protective Pictos to shore her up, Powerful Revive or other Luminas that give her a benefit from dying can help make her even more of a team player.
As a solo fighter, load Sciel up with the Last Stand Luminas from the Hidden Gestral Arena on the west side of the starting island. These all buff charcters fighting on their own, so if it's up to Sciel to save the day she'll have everything she needs.
Skills
Sciel's Skill setup is less role-dependent, but you'll likely make some switches as you move her from the front line to the reserve and vice versa. For example, Harvest provides a big self-heal, while Grim Harvest is less effective but restores the entire party. Searing Bond is great alongside characters like Lune and Maelle who can prime enemies with Burn, but is less useful when Sciel is on her own.
At the very least, always be sure to have at least one relatively inexpensive Skill each from Sun and Moon; Marking Card and Twilight Slash are both fine choices, and they let you start building up charges even if Sciel's AP sputters out. Once she gets going, though, you shouldn't have much trouble unleashing the higher-cost powers from her Skill tree.
Sciel's Skill tree is split in half, with Sun Skills on one side and Moon Skills on the other. Be sure to spend your Skill Points fairly evenly at first so that Sciel always has a reasonable path to Twilight during battle.
