There's no one way to utilize a fast RB, and how you do is going to depend significantly on what secondary ratings your RB is strong in.

Agile Running Backs

Agile RBs typically aren't running through an opponent, and are instead making an opponent miss with a juke, a spin, or a quick change in direction. This is going to be the most common type of fast RB, are generally best used outside the tackles and on screen passes.

Power Running Backs

More rare are the RBs with elite speed but also the ability to break tackles and run through opponents. These RBs don't necessarily have to make opponents miss, and instead can move a pile in a short yardage situation, as well as create distance in the open-field.

These RBs are great on the goal line, but they can also break an inside run for a huge gain, too.
