Certain missions will be easier if you prepare to exploit the main enemy's weakness, but these pairings are good enough for almost any encounter.

7 Bellara & Lucanis

Bellara and Lucanis form a wonderful pairing as they share the damage and supportive responsibilities fairly evenly. However, depending on what you choose to do with Treviso and Minrathous, Lucanis might be better suited to other pairings where he's the sole damage dealer.
As with Neve, Lucanis can lose his supportive qualities if you choose not to save Treviso in the early stages, making him hardened and more suited to raw damage.
In this case, Bellara shoulders healing duties while using her Enfeebling Shot to weaken enemies who are vulnerable to Necrotic for Lucanis to finish off. However, Lucanis can shift to a setup role if you prefer Bellara to attack with her Fade Bolts, as they will detonate the Sundered that Lucanis can apply.
6 Harding & Davrin

Harding and Davrin are one of the safest duo selections in Dragon Age: The Veilguard, as Harding can capitalize on Davrin drawing the enemy's attention to follow up with her Heavy Draw skill, detonating Overwhelmed and dealing a massive amount of stagger.

5 Neve & Harding

Neve and Harding are a fun pair for warriors to roll with, as Harding can help set up either Rook or Neve, enabling the latter to lash out with a rare Cold-based attack.
Neve is the only character who starts off with skills that do Cold damage, as other companions need skills or items that require certain upgrades to add Cold damage.
While Neve's damage isn't going to eviscerate targets alone, Harding's help and Rook's follow-ups should prove more than enough to defeat almost any foe in mere seconds. Depending on what type of warrior you go with, this team has a lot of versatility for dealing with many vulnerabilities.
4 Emmrich & Taash

While Emmrich and Taash might not get along during their conversations in the Lighthouse, their skills on the battlefield are perfect for each other. Emmrich can set up his duo partner by applying Weakened, which Taash can detonate using their powerful Dragonfire Strike ability, dealing Fire damage in the process.
A rogue character can complete this trio as a saboteur by enhancing Taash's damage and pitching in with some of your own. Regardless of what you're using, you can rely on Taash to handle the offensive side of the battle if you'd prefer to help Emmrich set Taash up.
3 Neve & Davrin

Neve and Davrin are another simple pairing that can use a rogue but also do extremely well with a second warrior to capitalize on Neve's ranged application of weakened.

Neve offers something with her base kits that other characters don't, via access to Cold damage. While other characters can gain this damage via upgrades, you can enjoy it straight out of the box with Neve, making her a great early-game selection to pair with Davrin.
2 Lucanis & Emmrich

Lucanis finally gets a chance to use his damage-dealing abilities to their full potential, as this dynamic duo goes all-in on Necrotic damage, a risky strategy for casual play, but an excellent choice for certain quests.
Even though Emmrich detonates Lucanis' applied Sundered, you can pair these two and still make Lucanis your focal point for damage.
This duo is most effective when paired with a Reaper Warrior, as Rook can select the Deadly Ground ability, which creates a Necrotic field that enhances damage. Pair this with Rook's Titan Stomp to apply Overwhelmed, and select Necrotic-enhancing skills for Lucanis to make him a lethal ally.

Bellara and Taash stand tall as the best companion duo in Dragon Age: The Veilguard due to their excellent synergy and access to great damage types that can help prepare you for any encounter. Bellara brings supportive qualities with Soothing Potion and sets up Taash by applying weakened.
This duo is strong enough to stand alone, so you can make them work with any class of Rook.
Bellara is excellent against Barriers, so Taash's extra damage against Armor via her Spitfire ability gives them the perfect one-two punch for exposing an enemy's health bar. Bellara and Taash are two of the best companions in any scenario, and when combined, they're nearly perfect.
