Since Vegeta didn’t really do much during the GT era (the villain Baby used his body, but it wasn’t really him), he can’t transform into this state; instead, you have to pick him already haired up.

The scenes involving Cell attaining his perfect form are always a bit convoluted, since the bug-like bioweapon needs to find and absorb androids 17 and 18 with his tail. While the scenes are memorable, they can be a little on the long side when happening during gameplay.
