Pokemon Scarlet and Violet broke the franchise's traditional formula by introducing an open-world design that allows you to go anywhere you like from the beginning of your adventure. It also introduced new mechanics like Tera Types and a bunch of new Pokemon, but like in every generation, not all of them can evolve.

Some Pokemon evolve into much stronger forms after leveling up or meeting specific requirements, but sometimes a Pokemon stays the same no matter what. An evolution could be revealed in a future generation, but at least for now, these are the Pokemon from Scarlet and Violet that do not evolve from or into anything.
9 Klawf
There have been numerous crustacean Pokemon since Krabby and Kingler were first introduced in Red and Blue, but all of them have had evolutions except for Klawf. You'll likely encounter this Rock type early on as one of the first Titan Pokemon in the Path of Legends quest line, where defeating it will unlock the Dash ability for Koraidon or Miraidon.
If you're looking for a Rock-type Pokemon to help you roll your way through Paldea, Klawf is a good choice. It's got a high Defense that makes it hard to take down, but it's weak to five types of moves, so you'll need to keep an eye out to prevent it from being knocked out.
8 Flamigo
Flamigo is one of the first Pokemon you can catch in Scarlet and Violet, and its unique Flying and Fighting-type pairing instantly makes it a valuable member of your team. This flamingo can be incredibly helpful against the first pair of gym leaders — which use Grass and Bug Pokemon — and might end up in your party for the rest of your journey.
It would be great if Flamigo had an evolution, but it's so strong already that it really doesn't need one. It's become an essential Pokemon for speedrunners due to its versatility and chance to know the Scrappy Ability, which allows it to hit Ghost-type Pokemon with its Fighting or Normal moves.
7 Squawkabilly
In Pokemon Sword and Shield, Corviknight — a stage-three Pokemon — was responsible for flying trainers from town to town using their flying taxi business. Things operate differently in Paldea, as they use multiple Squawkabillys to carry residents across the region.

It's rare to have a bird-like Pokemon that doesn't evolve, but Squawkabilly makes up for it by having four different color variants you can add to your collection. You can easily find flocks of green, yellow, blue, or white Squawkabilly throughout Scarlet and Violet, so it shouldn't be too hard to miss this parrot with an impressive pompadour.
6 Bombirdier
Like Klawf, you'll likely run into a giant Bombirdier early during your adventure to help Arven in the Path of Legends side quest. All the Titan Pokemon you face during Path of Legends are single-evolution Pokemon from Scarlet and Violet, which also reveals the potential for Bombirdier and the other creatures incapable of evolution.
It's wise not to underestimate this Flying and Dark-type Pokemon when battling against it. Though it's not a Rock type, it's the only Pokemon capable of having Rocky Payload as an Ability. This boosts the power of moves like Rock Tomb and Rock Slide by 50 percent, which can quickly devastate your team if you are unprepared.
5 Cyclizar
Cyclizar is an odd Pokemon to encounter as you travel across Paldea. It closely resembles the Legendary Pokemon you befriend early on, yet Cyclizar doesn't evolve into one no matter what you do. It's explained as you progress through the story, and Cyclizar can still be a valuable member of your party despite its inability to evolve.
You'll run into plenty of Cyclizar, as they sprint through open areas faster than you might imagine. This Dragon and Normal-type Pokemon can be very useful during early-game confrontations with Team Star, Titan Pokemon, and Gym Leaders.
4 Orthworm
Orthworm is one of the more peculiar-looking Generation 9 Pokemon, but don't let that fool you into diminishing its potential. You'll stumble upon a giant Orthworm during the Path of Legends quest line, and defeating it will allow your Koraidon or Miraidon to jump higher than ever.

Orthworm may not evolve into anything, but its high Defense and unique ability make having one very helpful as you approach the middle of your adventure. This Steel type is the only Pokemon capable of knowing the Earth Eater Ability, which absorbs any damage dealt by Ground-type attacks — one of Orthworm's three weaknesses — and uses it to restore its HP.
3 Veluza
Most fish-like Pokemon usually have an evolution or two, but Veluza is one of the rare exceptions. This Water and Psychic type is easily found on Paldea's west coast and has slightly-above average base stats. Veluza is known for shedding its flesh to make it faster when chasing prey.
Veluza's unique regenerative skills are the reason it's the only Pokemon that can learn the move Fillet Away. This allows it to cut its HP in half to significantly raise its Speed, Attack, and Special Attack stats. It's a high-risk move that can be used to take down tough opponents as quickly as possible.
2 Dondozo
It'll take quite some time for you to stumble upon a wild Dondozo to catch, but this giant catfish can quickly become an essential party member with its high HP and Defense stats. It's a simple Water-type Pokemon, but its potential to take large amounts of damage at a time quickly makes up for its inability to learn a range of diverse moves.
Like many other single-stage Generation 9 Pokemon, you'll encounter a massive Dondozo — and its friend — during the Path of Legends storyline. It will likely be the final Titan Pokemon you'll encounter, and defeating it will allow your Koraidon or Miraidon to climb.
1 Tatsugiri
Tatsugiri is a Dragon and Water-type Pokemon and is much more intelligent than it looks. It works alongside Dondozo to trick its prey into falling for traps and allows both Pokemon to benefit from each other's strengths. The two Pokemon are so closely linked that their Abilities work together in double battles to protect Tatsugiri from being knocked out early.
Like Squawkabilly, Tatsugiri comes in many forms and colors instead of evolving into something new. Whether you find Tatsugiri in its Curly, Droopy, or Stretchy form, this tiny creature is one of the most interesting Generation 9 Pokemon and is a welcome addition to any team, especially if Dondozo is by its side.
