There are a total of 40 Golden Lollipop Wrappers that you can collect in Lollipop Chainsaw RePOP. You will come across most of them while progressing through the campaign, but there are some that require a bit of exploration. Once you have collected all 40 Golden Lollipop Wrappers, you will get the Lollipop Addict trophy/achievement.

PostsYou should note that some Golden Lollipops only spawn if you are playing the game on the 'Hard' difficulty setting. You can see all the collected ones by opening up Juliet's Stash from the Main Menu. After that, you can replay a chapter to get the missing ones.
Lollipop Chainsaw RePOP Golden Lollipop Wrappers
Since the game has a pretty linear progression, it should not be hard to find all of them in a single playthrough — as long as you are playing on Hard. Once you have collected a Golden Lollipop Wrapper, it is replaced by a normal Lollipop that can be used to restore your HP.
Prologue: All-American High School Girl Golden Lollipops
There are four Golden Lollipop Wrappers that you can find during the Prologue:

After you jump over the bus blocking your way, check the left side of the area to find it.

Once you save your first SOS Student, you will chainsaw through a gate to reach a courtyard. In there, look behind the bus on the right side to find it.

In the alleyway where you need to defeat seven zombies. After you jump over some boxes, turn to your right to find it behind a fenced area.

In the final area, you will find it near a fenced area — next to a police car.
Stage 1: What Happened At San Romero High? Golden Lollipops
You will find seven Golden Lollipop Wrappers in Stage 1 of Lollipop Chainsaw RePOP:

After saving the SOS Student in the hallway, head all the way to the end to collect it.

This one is behind the first Headless Zombie you encounter in the area.

After you save (or not) the SOS Student hanging from the window, destroy the lockers to the left of her to collect another one.

Just before entering the basketball court, search behind the shelves on the left side.

Once you enter the classroom with a zombie named Roberta, you will find it in front of the blackboard.

While you are defending the cake, you will find it in the top-left corner.

While heading toward Zed, you will slide down a pillar. As soon as you land on the ground, you will see it on the right side. It is pretty hard to miss!
Stage 2: The Storm At San Reomero High Golden Lollipops
There are only six Golden Lollipops to collect in Stage 2:

Once you see the firetruck crash into a bus, turn around, and you will see the Golden Lollipop in plain sight.

After saving the first SOS Student, head through the green gate, go up the stairs, and turn left to find it behind some benches.

Once you reach the rooftop, use your Chainsaw Dash to reach the second rooftop. Instead of continuing forward, look to your left to find it.

Immediately after exiting the gym, check behind the door.

Before using Nick to clear a ramp, get behind it to find another Golden Lollipop.

It is on the first rooftop when you are being struck by lightning.
Stage 3: Psychedelic Haze At O'Bannon Farm Golden Lollipops
This one also has a total of seven Golden Lollipop Wrappers that you can collect:

After attaching Nick to the second Headless Zombie, head all the way to the right to find it.

Once you get a call from your mom, you will see this Golden Lollipop behind you — during the cutscene. After you regain control, turn around to collect it.

A little after the previous collectible, exit the gate and turn left to find it next to a tree.

On the left of the third Headless Zombie, behind two Farmer Zombies.

Behind the third Headless Zombie, you will find a trampoline. Jump on it and complete a small QTE to reach the Golden Lollipop Wrapper.

You will find a ramp to Chainsaw Dash next to a shop. Once you land on the other side, you will find it hidden behind some wooden beams.

Once you cross the creek, you will find another shop. From there, stay on the right side, and you will find it in plain sight.
Stage 4: Arcade Action At The Fulci Fun Center Golden Lollipops
There are a total of six Golden Lollipops to collect in Stage 4 of Lollipop Chainsaw RePOP:

After you spawn in the arcade, find the Golden Lollipop Wrapper on the right side.

Once you are trapped in the game, find all 8 keys, and head to the middle to get the collectible.

Immediately after leaving the arcade game (the one you were trapped in), turn around to see it in plain sight.

It is on the left side of the exit in the arcade game.

Once you shoot the helicopter to make it crash, check the far side of the rooftop to find it.

Once you see Dance Planet, jump on the mechanism on the left, and complete QTE successfully to reach the Golden Lollipop Wrapper.
Stage 5: Evil At The Unfinished Cathedral Golden Lollipops
You can find another seven Golden Lollipops Wrappers in this stage:

After you proceed through the first gate, you will use a toppled car as a ramp. In the new area, shoot the red barrel to reveal the Golden Lollipop Wrapper.

This one is near the SOS Student in the fenced area — there is also a car and an arcade machine nearby.

When you see the bus crash into the gate, a powerful zombie will rise from the left side. You will find the Golden Lollipop next to this zombie.

After you see Rosalind use the wrecking ball to create a path forward, head to the left side, and you will find it in the corner.

After you fall off the elevator, jump on the trampoline, and complete a small QTE to get this one.

In the area where you have to destroy four support beams to bring down a platform, you will find next to some large crates.

Just before facing the final boss, check the right side of the area (where you fight 30 zombies) to find the last Golden Lollipop Wrapper on this stage.
Stage 6: WTF?! Golden Lollipops
The last stage in Lollipop Chainsaw RePOP has only three Golden Lollipop Wrappers that you can collect:

Once you survive the explosion, shoot the red barrel in front of you to find another Golden Lollipop Wrapper.

As the final boss is shooting lasers at you, stay on the left side to find the final Golden Lollipop Wrapper in the game.
Once you collect the last Golden Lollipop, you will unlock the 'Lollipop Addict' trophy/achievement.
