Ever since the Teenage Mutant Ninja Turtles first graced comics all the way back in 1984, the TMNT fanbase has had plenty to discuss and argue about. Who is the best and worst Turtle? Should Leonardo really be the leader? Would the Turtles being aliens in the Michael Bay adaptation actually have been that big a problem? The list goes on, even if the answer to that last one is yes.

Mutants Unleashed Has Its Say About Which Turtle Has The Worst Weapon
While Mutants Unleashed's main story is focused on figuring out why a bunch of new mutants have suddenly gone feral in New York City, its side missions focus in on the Turtles themselves and lets us see them going about their day-to-day life. Mikey has the most interesting quest of them all, though, as he teams up with a would-be-podcaster and eventually goes on to start a gaming channel.
During the first episode of that show, Mikey and the Turtles invite Master Splinter to play a game called Sushi Sharks that is a clear parody of the TMNT NES game from the '80s. As Splinter plays through it and roasts Sushi Sharks' stand-in for Raphael for having the worst weapon, the Turtles discuss it among themselves and have their own say on the matter.
While you might think that the Mutant Mayhem version of Donatello would critique his Bo Staff considering how much trouble he had with it in the movie, the Turtles all seem to agree here that Raph has the worst of the bunch. Donnie tells Raph that he lied to him about his sais being the deadliest, while Leo laughs at him for believing that "danger forks" would be better than the rest.
There's a very interesting theory that Splinter gave each Turtle their weapon based on a character flaw they needed to be in control of. It's never been confirmed canon, but it makes a lot of sense.
Mikey is the only one who doesn't roast Raph's weapons, but it's clear that the majority of the family think that the hot-headed Turtle has been given the short straw when it comes to his arms. As convincing as Mutants Unleashed is, I think most of us would still agree that it's actually Mikey with the worst weapon of all.
