The October Producer’s Letter description says that only alternate art characters are available as featured SSR-or-higher characters in the summons it discusses. Check the featured list on a specific summon before deciding whether to spend Dragon Stones; this description does not establish that every summon has the same restriction.
What the restriction tells you
The description identifies which characters can be featured at SSR or higher: alternate art characters. It does not give summon rates, identify the featured characters, or say that alternate art characters are the only characters available in the full summon pool.
It also does not show whether a particular banner is currently available. Use the in-game summon details to confirm that banner’s featured characters before summoning.

This helped me understand heroes much better.
I wish I had read this before upgrading the wrong thing.
I tried this today and it worked better than my old setup.
Can you add more details about heroes in a future update?
