To use Tacticians effectively in Pirates of the Caribbean : ToW, recruit officers at the Lore Collection using Invitation Letters, assign them to berthed ships through fleet management, and exploit elemental counter advantages before battle. Tacticians grant percentage-based stat increases—such as Cannon Attack and Armor—and unique combat skills that scale with their tier and level.

Recruiting Tacticians at the Lore Collection

You hire Tacticians by spending Invitation Letters inside the Lore Collection building on your island.

• Common Invitation Letters: These grant entry-level officers and duplicate fodder used for basic fleet assignments and progression.
• Uncommon and Premium Invitation Letters: These higher-grade scrolls offer access to Tier 4 and Tier 5 commanders who supply the strongest late-game combat bonuses.

You can earn Invitation Letters through daily activity rewards, monster hunting milestones, event point milestones, and the in-game market. When you pull a duplicate Tactician, the game automatically converts the duplicate into unit-specific items and ascension resources. To maximize value, save higher-tier letters for recruitment events or rate-up rotations that feature boosted drop probabilities for specific commanders.

Tactician Tiers and Resource Allocation

Tacticians range from Tier 1 to Tier 5. A Tactician's tier dictates baseline stat contributions, maximum level potential, and the number of active and passive skills brought into naval encounters.

An ascended, high-level Tier 4 Tactician can provide greater immediate combat value than an unranked, base-level Tier 5 officer. Rather than waiting on duplicate pulls for elite commanders, develop a reliable core of Tier 3 and Tier 4 units to maintain fleet strength.

Elemental Counter Mechanics

Every Tactician is aligned with one of five elements: Fire, Water, Wind, Light, or Dark. Combat efficiency depends heavily on matching these affinities against target formations:

• Fire deals increased damage to Wind.
• Wind deals increased damage to Water.
• Water deals increased damage to Fire.
• Light and Dark counter each other reciprocally, with both elements dealing amplified damage to the other.

Scout East India Company fleets, world bosses, and player ships before engaging. Deploying a Tactician with an elemental advantage increases your cannon damage while reducing the incoming damage from the enemy. To avoid being completely countered, do not build an armada around a single element; maintain leveled Tacticians across all five alignments.

Assigning Tacticians to Berthed Ships

Tacticians are managed through the Dock and Fleet Management interfaces under strict conditions:

1. Return your ships to port. You cannot modify officer assignments while a fleet is sailing, hunting, or reinforcing.
2. Open Fleet Management and select a berthed vessel.
3. Select Assign Tactician and review your available roster.
4. Filter by the required elemental affinity and combat role, then confirm the assignment.

Each ship can hold only one Tactician at a time. Assign your highest-tier Tacticians to your strongest warships, such as Ships of the Line or Flagships, to multiply their base stats. Place offensive Tacticians with Cannon Attack boosts on primary damage-dealing vessels, and position defense-oriented officers on screening ships built to absorb fire.

Leveling and Calypso’s Blessing

Tactician progression follows two separate systems:

• Experience Leveling: Tacticians gain experience from winning sea battles against merchant vessels and sea monsters, or by consuming Tactician XP books. Leveling increases the flat stat bonuses applied to the assigned vessel.
• Calypso's Blessing: Unlocking dormant skill tiers and raising level caps requires Calypso's Blessing alongside duplicate Tactician shards. This process raises the potency of battle abilities and unlocks higher skill tiers.

Avoid spreading promotion tokens evenly across your entire roster. Focus your promotion materials on a core team of five Tacticians—one for each elemental affinity—to remain flexible against any target formation.
