If you have resources and are choosing whether to pull for Xia Yan, the supplied source recommends prioritizing her. Check whether her banner is available before spending; the source does not establish current availability or how many resources to use.
What the source supports
The source description marks a segment at 00:00 with the recommendation that players with resources should pull Xia Yan first. It provides no banner rates, pity requirements, resource costs, or comparison with other heroes, so it cannot support a specific spending amount or a broader ranking.
The source title also mentions Velika’s awakening, but the supplied details do not explain its effects or how it compares with pulling Xia Yan. Use the Xia Yan priority only as the source’s stated recommendation, not as confirmation of current banner details or performance.
