To see Rover turn into a fox, progress through the Version 3.6 Main Story Quest, Chapter 4 Act 4, “Simulacrum of the Heart.” The transformation is a story cutscene, not a form you can activate in combat or while exploring.
How to reach the cutscene
The draft identifies this as a main-story event and says you must complete the preceding Main Story Acts, including Chapter 4 Act 3, before reaching Act 4. Continue the main quest until “Simulacrum of the Heart” becomes available, then follow its story progression to the cutscene.
The source title labels the clip “Wuthering Waves 3.7,” but its description says it was taken from the Version 3.6 Main Story Quest. The quest and version details here follow that description.
After the scene, continue with the quest’s next objective.
