In Fallout Shelter, disaster types unlock strictly based on your total inside dweller count rather than game time or vault depth. Capping your vault population below specific milestones prevents high-tier threats from spawning while you train dweller stats, upgrade weapons, and fortify production rooms.

Dweller Population Thresholds by Mode

Normal Mode and Survival Mode use different population thresholds. Survival Mode introduces advanced threats at significantly smaller populations and carries permanent dweller death.

Incident TypeNormal Mode ThresholdSurvival Mode ThresholdThreat Location / Behavior
Radroaches & Fire1 Dweller1 DwellerInternal (Any room)
Raiders10 Dwellers10 DwellersExternal (Vault Door)
Molerats28 Dwellers14 DwellersInternal (Rooms touching dirt)
Feral Ghouls50 Dwellers30 DwellersExternal (Vault Door)
Radscorpions50 Dwellers35 DwellersInternal (Drains vault power, teleports)
Deathclaws60 Dwellers35 DwellersExternal (Vault Door)

In Survival Mode, crossing from 34 to 35 dwellers activates both Radscorpions and Deathclaws simultaneously. In Normal Mode, Radscorpions appear at 50 dwellers, providing a 10-dweller buffer before Deathclaws unlock at 60.

Vault Population Rules

The game checks your active internal population when an incident triggers:

  • Waiting Line Exemption: Dwellers waiting outside your Vault Door from lunchboxes, radio beacons, or wasteland rescues do not count toward incident thresholds until you assign them into the vault.
  • Relocking Threats via Eviction: If a birth or accepted dweller pushes your population into a new incident bracket, evicting a dweller immediately lowers your count and relocks that incident pool.

The 34-Dweller Survival Mode Strategy

To prepare for high-level threats in Survival Mode, halt vault growth at 34 dwellers. This population level grants access to the Weapon Workshop (unlocked at 22 dwellers), the Outfit Workshop (unlocked at 32 dwellers), and training rooms for Strength, Agility, Perception, and Intelligence.

At 34 dwellers, focus on two tasks:

  1. Craft weapons dealing 7–15 damage (such as Hunting Rifles, Laser Pistols, and Sawed-off Shotguns) for all vault workers.
  2. Send explorers into the wasteland to collect crafting junk and weapon recipes without risking Deathclaw attacks at home.

Unlocking the Fitness Room Safely

The Fitness Room trains Endurance, which determines a dweller's maximum health growth per level-up. It unlocks at 35 dwellers, the exact threshold that enables Radscorpions and Deathclaws in Survival Mode.

To unlock Endurance training without exposing your vault to recurring endgame attacks:

  1. Stabilize your vault at 34 dwellers with full food, water, and power reserves.
  2. Admit a 35th dweller from the wasteland queue or deliver a pregnant dweller's baby.
  3. Build the Fitness Room immediately once it appears in the construction menu.
  4. Select an expendable dweller, open their gear profile, and tap the red Evict button to banish them.

Dropping back to 34 dwellers immediately relocks Deathclaw and Radscorpion spawns. The Fitness Room remains built and functional for dweller training.

Mitigating Internal Incident Damage

Internal disasters scale their damage and enemy durability to the physical upgrade tier of the room where they occur, not the levels of your dwellers.

  • Limit Room Upgrades Early: A triple-wide, Tier 3 production room generates significantly tougher Radscorpions and Radroaches than a Tier 1 or Tier 2 room. Keep production rooms at Tier 1 or Tier 2 until workers have high-damage weapons.
  • Insulate Against Molerats: Molerats only spawn naturally in rooms touching unexcavated dirt. Surrounding production rooms with elevators on the outer borders prevents Molerats from appearing in those rooms outside of failed rush attempts.
  • Counter Radscorpions: Radscorpions rapidly drain vault power reserves while moving through rooms. Keep your overall power storage well above minimum operating lines so a wandering Radscorpion does not shut down your water and food facilities before it dies.

Checklist Before Advancing Past Thresholds

Do not cross 35 dwellers in Survival Mode or 60 dwellers in Normal Mode until your vault satisfies these defensive benchmarks:

  1. Vault Door Defense: Assign two high-level dwellers armed with weapons dealing 15+ damage to the Vault Door room.
  2. First-Floor Buffer Room: Place a fully staffed, three-wide production room directly behind the entrance (such as a Power Plant) filled with six dwellers carrying high-damage weapons to intercept invaders before they access lower levels.
  3. Medical Supply Reserve: Maintain Medbay capacity to store 35 to 50 Stimpaks at all times.
  4. Endurance-Trained Roster: Train new Level 1 dwellers to 10 Endurance (boosted further with Endurance gear) before leveling them up, ensuring sufficient base health to survive multiple consecutive hits from Deathclaws.
