To survive late-game threats in Fallout Shelter, halt your population growth before key incident triggers, isolate unmanned rooms to contain hazards, and level your dwellers only after raising their Endurance. Rushing population growth before your dwellers have the health and weapons to defend production floors often leads to catastrophic vault wipeouts.
Population Thresholds and Threat Triggers
Vault population directly unlocks internal hazards and external attacks. Pausing recruitment allows you to train stats and craft weapons before facing harder enemies.
| Dweller Count | Unlocked Threat | Defensive Requirement |
|---|---|---|
| 14 Dwellers | Upgraded Raider Attacks | Equip front defenders with shotguns or rifles |
| 28 Dwellers | Feral Ghouls | Build medical bays and store RadAway reserves |
| 50 Dwellers | Radscorpions | Stockpile power to absorb sudden room drains |
| 60 Dwellers | Deathclaws (Normal mode) | Arm top floors with weapons dealing 10+ damage |
In Survival mode, Deathclaws begin attacking at 35 dwellers rather than 60. Radscorpions drain vault power rapidly while burrowing between rooms.
To prepare safely, implement a soft cap at 59 dwellers in standard mode (or 34 dwellers in Survival mode). Maintain this cap until your first two floors are manned by fully trained dwellers wielding advanced weapons.
Room Placement and Incident Containment
Incidents like fires, Radroaches, and Molerats spread to adjacent rooms if not dealt with immediately. Leaving an unmanned room connected to the rest of the vault allows hazards to spread across production lines.
Use room layout rules to protect your resources:
- Block Molerat spawns with outer elevators: Molerats only appear in rooms directly touching unexcavated dirt. Lining the outer edges and bottom floor of your shelter with elevators shields your core facilities from Molerat breaches.
- Isolate empty storage and living quarters: Separate empty storage rooms and living quarters from active production zones using dirt gaps or elevator shafts. If an incident triggers inside an empty, isolated room, it will burn out on its own without draining resources or spreading to occupied spaces.
- Hold production rooms at lower tiers: Upgrading rooms to tier 2 and tier 3 significantly increases the damage and health of incident spawns inside them. Keep production rooms at tier 1 until your assigned workers have weapons dealing at least 7 damage.
Dweller Health and Endurance Leveling
Maximum Health Points (HP) scale strictly with a dweller's Endurance score at the time of leveling up. HP gains are not retroactive: a dweller leveled to 50 with low Endurance permanently retains a small health pool and will die easily against Deathclaws and Radscorpions.
To maximize dweller health, follow this leveling sequence:
- Keep new level 1 dwellers from leveling up.
- Place level 1 dwellers in the Fitness Room until their base Endurance reaches 10.
- Equip the dweller with an Endurance-boosting outfit (+3, +5, or +7 Wasteland Gear).
- Send the dweller to level from 1 to 50 in production rooms or the Wasteland.
Reaching level 50 while wearing Heavy Wasteland Gear (+7 Endurance) yields the highest possible HP pool in the game. In addition, reaching an effective Endurance of 11 or higher grants complete immunity to passive radiation while exploring the Wasteland, eliminating the need to pack RadAway for scavenging runs.
First-Floor Defense Setup
Guarding the Vault Door room is inefficient because it holds only two dwellers, allowing invaders to quickly force their way past.
Instead, build a three-wide production room—such as a Power Plant—directly adjacent to the Vault Door. Staff this room with six high-health dwellers equipped with your highest-damage weapons. Invaders must pass through this room first, forcing them to take damage from six defenders at once. Inside the vault, combat resolves using flat, raw weapon damage values, so assign weapons with the highest baseline numbers directly to your top-floor defenders.
Wasteland Exploration and Pets
Scavenging the Wasteland supplies crafting junk, outfits, and weapons, but trips must be managed around specific caps:
- 100-Item Inventory Cap: Dwellers can carry a maximum of 100 total items. When an explorer hits this limit, they stop collecting loot and turn back automatically.
- Scavenging Attributes: Higher Perception increases the frequency of finding mini-quest locations, while higher Luck increases the caps collected.
- Pet Stacking Limits: Pet bonuses of the same type do not stack within the same room. If two pets offering identical bonuses (such as crafting time reduction) occupy the same room, only the higher bonus applies. Assign duplicate pets to separate rooms, or assign return-speed pets to wasteland scavengers to cut their travel time home.

Nice guide. I am checking the other Fallout Shelter articles next.
Good guide for Fallout Shelter players. The updates part was useful.
I wish I had read this before upgrading the wrong thing.
Can you add more details about updates in a future update?
