If you are considering Noi for a team with The Tsaritsa, don’t pull or invest in Noi specifically for that role based on the supplied preliminary information. It identifies Noi as Mitiya’s support instead.
What the preliminary information says
The source describes three proposed team setups for The Tsaritsa, but it does not name their characters or explain their mechanics. It also says the information is preliminary and concerns the first part of the Snezhnaya arc.
That is not enough to compare the three setups or recommend a specific team. The supported distinction is narrower: Noi is presented as a support for Mitiya, not The Tsaritsa.
What to do before investing
If your goal is a Tsaritsa team, don’t treat Noi as a confirmed partner based on this report. Wait for more specific information about the proposed teams before spending resources on characters for that purpose.

This guide answered the exact question I had.
Can you add more details about base building in a future update?
