The available announcement does not specify what the Faction Wars rebalance changes or what the new event requires. Don’t rebuild your teams or spend resources based on the announcement alone; wait for the patch and event details.
The video description says it discusses future patches 11.80 and 11.90 and an announced rebalance. The title also mentions a new event. Neither provides mechanics, dates, affected stages or champions, rewards, or participation requirements.
That means there’s no supported basis here to predict which Faction Wars stages will get easier, which Champions will benefit, or whether saving resources is necessary. Continue planning around your current goals until specific changes and event requirements are available.
