The central gameplay loop is a constant process of assessment, investment, and reaction. Civilian development can help strengthen local government and public confidence, while security decisions are needed to prevent insurgents from expanding their influence and seizing territory. Your choices also feed into sophisticated narrative algorithms, so the consequences of a decision can extend beyond the immediate turn or operation. Nine unique governors add another layer of strategy, each bringing radically different abilities that can change how you approach the same region. This makes the selection of a governor an important part of planning, especially when deciding whether to emphasize administration, public services, security, or a more specialized approach supported by that leader’s strengths.

Rebel Inc. also gives the broader campaign structure room to develop. Campaign mode lets you conduct large-scale Operations, while new generated Challenges arrive every week to provide changing strategic problems.
