The objective is not simply to win a single battle: you must defend your stronghold, survive escalating attacks, conquer more than 120 cities, and develop a force capable of handling increasingly dangerous armies and barbarian clans from Italy, Gallium, Carthage, and the Iberian peninsula. That broad campaign structure gives each fight a place in a larger progression, with defense and conquest feeding into the growth of your empire.
